Overview:
Gaines County Appraisal District is accepting applications for position of Chief Appraiser / Tax Assessor-Collector.
Duties & Responsibilities:
Applicants must have experience in Administration and Financial Operations.
Duties of the Chief Appraiser: discovering, listing, appraising property, determining exemptions and coordinating operations including:
- Appraisal Standards: Compliance with Uniform Standards of Professional Appraisal Practice (USPAP) and Texas Property Tax Code.
- Mass Appraisal: Methods for valuing properties in large groups.
- Special Valuations: Procedures for agricultural and timberland appraisals.
- Taxpayer Notification: Procedure for informing property owners about appraisal actions and values.
- Budgeting and Financial Operations
Duties of the Tax Assessor/Collector: Perform all duties of an appointed tax collector for all taxing units, contracting with the Central Appraisal District for Ad Valorem tax collections, including:
- Effective Tax Rate Calculations: Responsible for calculating, posting and coordinating with all taxing entities within the county.
- Supervising: Preparation of tax rolls and billing of all taxpayers.
- Collection: Responsible for all collection of Ad Valorem taxes, insurance of tax certificates, preparation of bankruptcy claims and all matters relating to the collection of delinquent taxes.
- Development: Develop a plan for distribution of current and delinquent taxes collected.
- Reporting: Monthly Accounting for all Ad Valorem tax collections and prepare monthly and annual reports to taxing entities and reports for annual audits.
Requirements:
- Applicants must be certified with (TDLR) Registered Professional Appraiser (RPA) and Registered Tax Assessor (RTA) or working towards certification.
Salary is contingent upon qualifications and experience.
